There is no rib 1 for the flaps, first rib is number 2, then nose rib 2 and rib 3:
Where are these holes for? Once all parts of rib 2 are riveted these holes cannot be reached anymore (I will ask TAF):
Update: these holes are not used and will not be present at the newer revisions of this part.
